Yes, it certainly could have been an osprey.
Only a handful spend the winter in France, but they are now starting to pass through, on their way up from Africa to breeding areas in Northern Europe. Some ospreys also breed in mainland France - I think currently about 35 pairs - and mostly along the Loire. Whereabouts did you see this?
