Nests should always be left alone at this time of year. It is possible that the nest has been abandoned, but it is also possible that a clutch is being laid. When birds like Blue Tits are laying a clutch they will typically lay one new egg every day or two, and will cover the eggs between laying but will not start to incubate until the clutch is complete. If eggs are being laid early in the morning it can be easy to miss if you do not have a camera that automatically records all visits.
As 'doggie' has said, if the nest has been abandoned and a new pair moves in, then they will remove any unwanted material themselves.

We've had a similar thing happen on a few occasions. Robins & Blue tits have made nests in warmer weather early on, then a cold spell arrives; if they haven't already started to lay, they delay things until it warms up a bit. It's happened with the Blue tits again this year.
