What made this pellet with feathers in?

I found this pellet at a lakeside nature reserve in southern England (Blashford Lakes, nr New Forest). It looked different from any owl pellet I'd seen as it was full of feathers rather than bones. When I opened it to find the contents sure enough it had only a couple of bone fragments inside and was mostly feathers, either whole as you can see in the picture or pieces of larger ones.

Can anyone help me with what bird it might be from? Is it an unusual owl pellet, or from another bird of prey? (I know any bird of prey can produce pellets but don't they normally pluck their kills?) Or could it be from a water bird?
