Red kites

Live in Derbyshire, and have a small wooded area which tonight there was 25 red kites all flying around together. Didn’t appear to be chasing each other not making any noise. Wondered how rare it is to see this, and if it means anything

Perhaps they are roosting there. Red Kites often roost together in numbers during the winter.

It's not unusual to see several together, even hundreds if you're in the right place, especially in winter as Bob says. Somewhat unusually for raptors, Kites are communal birds - probably due to them being primarily scavengers (similar to Gulls and Crows for instance) rather than hunters like other birds of prey.
