Is it illegal to put up spikes on a building where seagulls normally breed? They have returned this year and cannot settle where they have done so for the past few years?
I don't think its illegal outside breeding times.
They do this to stop pigeons and gulls as their droppings can cause problems to stone work.
This is another problem mainly caused by man feeding by hand and rubbish. Easy pickings and of course rubbish tips really attract gulls and more are breeding inland.

It isn't illegal to put spikes on buildings outside the breeding season.
They are usually put up specially to prevent the birds settling on buildings, as the droppings can cause so much damage.
