Attempts to destroy Goshawk nest captured on CCTV (Aberdeenshire)

I have to ask, WHY has it taken nearly a year before this footage has been released to the public to "appeal for information"?  Surely it would have been far better to have asked closer to the time when people may remember more details, or even better if they returned several times as it says in the article, to have the site more closely guarded to catch these scum in the act!? 

When the red kites were poisoned that was in the public almost straight away appealing for help, so why wasn't this the same especially when their is footage of these criminals?  Catching these criminals is poor as it is without leaving such a long gap before asking for information "as a matter of urgency".  If it was so urgent, why not ask closer to the time?  What is the point of having CCTV on nests if it isn't going to be used in a more effective manner to get information out quickly and apprehend these scum?
