When does human need outweigh wildlife need ?

For several years a neighbour has fed Herring Gulls x3 daily. At first it was amusing but noisy, then noisier. This year they nested, 3 chicks, and the mental health of us all has been tested. - The nest is positioned on an elderly ladies' flat roof. She wants to downsize but can't afford to have the nest removed (now empty); working people have been woken at 3-4 am , gardeners have had their newly built raised veggie garden damaged, a person with mental health condition has become obsessed, cars damaged, a terminally ill man in pain was woken daily at dawn by the sqwarking ; fear for children using gardens;and small birds were disappearing fast. We are all bird lovers around here, feeding and housing small birds but we don't want to face another summer like this one. Does this amount to mental health distress ? Have we the right to feel like this? - ie shall we pay for the removal of the old nest and provide the flat roof with netting. We want to encourage the gulls to move (2 1//2 miles from the sea) where there would appear to be plenty of food (tourists feed them also :-))
