Concerned about nesting magpies

In my neighbours garden is a tall tree a pair of magpies nest in every year. I got home today to discover that the tree is in the process of being cut down. I know the magpies have been nesting there as I have been observing them almost daily. My main concern is about their young. Would their eggs have hatched by now and the young flown the nest? The adult pair are sitting in a tree in my garden seemingly quite distraught!

The nest is gone as the tree was already half cut down by the time I got home. I only wish I was earlier to see what was going on

On second try with 101 they gave me the number for the RSPCA and they have taken all the details. The poor mother magpie is flying from my tree to rooftop and back squawking away. She is obviously very distressed, the poor thing
