Is the Franchises Lodge reserve open to the public yet? If not is it possible to access the land for self-guided walks?

I found this talk given to the RSPB Central London Group by the reserve manager if Franchises Lodge. I’m not a member of that RSPB Group. As I’m in an RSPB Group in North East England. This talk seems to have happened more than 1 year ago.
