Using non-stick pan as a tray for ground feeders?

In addition to other feeders, my mum uses an old (non-stick) pan as a tray to feed ground feeders. She's not cooking any food in it; she just uses it as a tray. I've recently heard that cooking with non-stick pans is dangerous for domestic birds (fumes when heated & leaching into food cooked in it), but all the advice is focused on the pan being heated, & there's nothing about if the pan is cold or if the food is not cooked but merely served in it. Can someone please advise?
