I don't think it's a buzzard either but I wouldn't like to say what it is!
Our herring gulls are red listed birds. Think about that the next time you hear some flaming idiot calling for a cull of them.
Could be a Honey-Buzzard or a Goshawk - without a more close up shot its probably going to be impossible to pin it down.

Thanks for replies so far, I have also put it on the RSPB ID thread.
Mainly the size which is one third bigger than the male, and I always think the female looks fiercer looking LoL Have you tried to adjust the lighting on the picture, as that should bring out the baring on the cheast.If Aiki sees this she will explain better than me.

based on size relative to the fence post and the lack of a dark hood it's a pale Common Buzzard .

It's a difficult photo but I agree with Seymour that Common Buzzard looks the best fit - for the reasons he gave and also to me it looks sort of 'short-faced', without the more projecting face and bill of Gos.
