what caused this?

I have a lot of these flowers in my garden, insects seem to love them. One of them seems to have mutated. instead of being separate stems, two have fused to form a plastic like thing about an inch wide. The flower heads have fused to a large strange shape and feel like a sponge. I wondered what caused it. I tried to attach photos off a memory stick but when I try it keeps saying it is over the maximum size, how can I reduce them?

You need to edit the images in a programme like Paint.
