Taskbar on the side

Try draging (without releasing the button) on the taskbar and then dragging it to where ever you want it to appear (top, bottom, LHS or RHS)

I tried dragging it ,but it only goes half way across the screen.

It sounds as if your taskbar is locked for some reason, hence you can't drag it across a full screen. Try right clicking on the taskbar and see if "Lock the taskbar" is checked. If so uncheck it and try to drag the bar again to the position you want.
