I found a lot of pigeon feathers down the bottom of the garden. The quill area just below the feathers was bitten off on all feathers found. Cud the culprid be a hawk

Most likely a sparrowhawk.

A closed mouth gathers no foot.

Thanks Maisie but I cant understand why they break the quill not pluck it.
