Is a chough rare ?

I had a similar experience. Not an experienced observer but suddenly with surprise saw a bird which corresponded to pictures of a chough I have seen all.my life. High ground, plenty of grass and cow dung but nowhere near the sea - on the England'Wales border near Kerry Ridgewsy.
