On a more serious note, it does sound a bit odd but at this time of years birds often do a disappearing act as they are moulting or feasting on the fruits of nature rather than hanging around gardens.  Can't really say if the gasworks could be affecting them, they have certainly never avoided places like the ICI which I used to live near.  It also depends on what food is available in the area - trees are great but they have to be the right trees that support the insects and berries that many birds are looking for, otherwise they'll just go elsewhere.

Keep a bit of food out and hopefully some will start showing up when natural foods start to become more scarce :-)

I'm sure the birds are about, as KatTia said they are probably eating the natural food thats available, Norwich is full of tree lined streets, lots of public parks & gardens & the river through the middle of the city, so there is plenty for them to go at, i do not think the gas works would affect them,  just give them time & keep putting the food out i'm sure they will turn up.

Keep an eye on the sky early morning & at dusk you will see skeins of geese going over , it's a great sight to see

When you think of how many birds are in areas like Teeside with all its industry and a great bird list I doubt if thay would avoid a gas works.As said above no doubt that time of year they are all away on their annual holidays.
