Hi fellow bird lovers, does anyone know why my birds peck the top of the fence? are they sharpening their beaks?

Birds beaks are made of keratin just like our finger nails and they are constantly growing. The pecking of the fence maybe related to keeping their beaks in good order, maybe not exactly sharpening but certainly keeping it clean. There may be other reasons such as linseed oil in wood preservative or small insects like aphids on the fence.
Anyone else got any other additional ideas?
