Could it be a Red Kite?
I know that you can tell a Kite from its tail, but at a certain angle (see the particular photo of the Red Kite with cup uploaded - the other photo is for wing markings) then it could appear as in the member's photo.
Failing that - even though the member has stated that it wasn't a Buzzard, that is still the best candidate.
