I'd say Cormorant possibly juvenile.

A brsve shot Rspbailey but I think you're right, the very white belly and light grey bill threw me and the other photo made it worse for mr

It looks like it's a photo of a photo being shown on a laptop so not the best quality, Pete - and with that, there's going to be plenty of digital distortion, artefacts and colour issues.
