That's a racing pigeon.

Our herring gulls are red listed birds. Think about that the next time you hear some flaming idiot calling for a cull of them.

I do not believe that this bird is a racer. It doesn't have the metal band on the other leg (the life ring that identifies the individual bird), nor does it have the usual appearance of a racer. This is a domestic pigeon and is unlikely to survive in the wild. Many of the pigeons in my garden have leg bands like that, as I have put them on after releasing them (I rescue sick and injured pigeons).
In which part of the country are you located?

It needs to be kept warm and hydrated. Best to keep it in a box lined with a towel (or similar) and give it access to a small ramekin of water. If you can provide a heat source, maybe a surgical glove filled with hot water and wrapped in a cloth, that will help too.

I thought the rubber ring was the ones fitted for the time clock when in a race or am I out of date with that ? Whatever this bird looks shattered and in need of your specialist attention MC

They do indeed have a temporary race ring, but I can't see the life ring which identifies each individual bird within the racing community. It looks distressed and certainly needs help (not from a vet unless they specialise in exotics).
