Found this Cormorant yesterday afternoon in East London, it appears to be very similar to a maroccanus Coromorant from Morocco.
The fact that the White on the neck extends a lot further down than a British or Sinensis cormorant would makes its apperance more in line with a maroccanus Cormorant. Also, where the White was on the head and neck the feathers were 'pure' and smooth unlike British and Sinensis Cormorants which tend to have patchy white sections with black feathers amongst or underneath. The 'crest' like black strip on the back of its head and the slightly more orange/yellow colour at the base of the bill are other indications to me that this could be a maroccanus Cormorant. I am of course not 100% on what this Cormorant is so I was just wondering what others thought this Cormorant might be?
