In the LG forums I'm now getting a problem with the Post button in Rich Formatting - hitting it takes one to the top of the page but has no other effect.
Now testing it here.

That worked here. I've also had "contact your administrator" - it's in the LOTL thread.
EDIT - the Post button is working again now.
MrsT , doubt if many if any are putting the blame your way,many of us have been in similar "sharp end" situations and know what it is like to get hold of the mucky end of the stick.

They seem to be caused by special characters, the browser doesn't know what they are so gives that symbol instead of nothing.
If the post was first written in Microsoft Word then pasted into the forum it can happen.
Or it could be the character encoding they are using in the database and the web server

Always better to use something like Notepad rather than Word. I always use Notepad when doing stuff for the website as there is no risk of unwanted 'extras'
