Well after receiving two independent answers both came back with it wasn’t a lesser Kestrel. Sorry for the delay but I received the second opinion only came back yesterday. Thank you to all who gave there opinions it was much appreciated.

Thanks for the update. I'm very curious as to how the second opinion worded it. IMO, the photo isn't clear enough and (to fall back on the usual) there's nothing in the photo to say it isn't a common kestrel. I would be interested to know if someone gave a reason why the photo is definitely not a lesser kestrel though.
None of the replies stated definitely, it was my wording of wasn’t, I was happy with both answers, considering the quality of the photo to ID with certainty.

I can see some vague Pro- Lesser points- large grey hood and pale-ish underwing but the tail shape rules it out for me
