Can anyone identify this feather

I found it on a green lane surrounded by farm land close to Totnes in

Devon. It's not an owl not soft enough.

The pattern is irregular so not a buzzard.

And ideas??

Could it be a fancy (ie racing) pigeon?

Had a quick look on Feather ID, coul be Short Eared Owl or Mallard.

Beauty is in the eye of the beholder.

I would opt for what I think of as a Domestic Pigeon probably one that has gone feral, Catherine has ruled out any Owl as she says it is not soft enough. Domestic Pigeons can come in a wide variety of colours.
