830am this morning I heard a bird call that was low and repeating of oowoowoowoowoo i've searched various identifying sounds and can't find it. It sounded like a person saying woo/whoa in a low deep voice and repeating.

I'd have thought wood pigeon, they are quite early callers.
You might find British Bird Song quite helpful, and start with the more likely garden birds before venturing to the more exotic calls.

That sounds very much like a wood pigeon, (or possibly feral pigeon), even though it was your voice.
Brave of you to do that, Lucy. The only bird I can think of that approximates to your description and voice recording is the Stock Dove. Here's it's typical call.
