Judy,at no point get downhearted,it is incredibly difficult to get anywhere near 10,000 signatures on a bird of prey persecution petition.
Starting one was the important part.
I also think that the Wildlife Police probably do a lot more than we are publicly aware given the resources they have. I have often heard many complain that such a department exists, so any small step they make is a major achievement I think.
Unless the landowners/estate owners are prepared to stand up and be counted here there is limited courses of remedy. I would suggest that there must be at least one local person who knows who did this.
