United Utilities - RSPB vision for the Lake Vyrnwy Estate

The Lake Vyrnwy area is loved and valued by millions of people for a wealth of reasons – as a landscape of great beauty, as an area of huge importance for wildlife and as a catchment area for supplying water to millions of homes. Its attractiveness as a destination for visitors and tourists, as well as its importance as an area for farming and forestry, brings significant economic benefits to the local community. Its true value is being better understood all the time, such as the vital role it plays in the management of the carbon balance and the contribution this makes to our climate change goals.

The estate has been in water industry ownership for over 100 years.  United Utilities and the RSPB welcome this new opportunity to collaborate in managing the area to help enhance and develop all these attributes.  The two organisations have a long history of such collaboration elsewhere in the UK.  United Utilities’ catchment land in North West England is where the sustainable catchment management programme known as SCaMP was first developed.  This was a pioneering venture by the two organisations that is now acclaimed within the water industry and the world of conservation as a model.  Improving catchment management is a sensible long term sustainable mechanism for addressing raw water quality issues to improve efficiency of water treatment; for reducing or removing the capital investment at the works and for preventing pollution events.  But SCaMP is much more than this – it has developed management prescriptions through farming and other activities that have multiple aims.  Water quality, farm businesses, wildlife and the wider environment all benefit from a single integrated management programme.

The RSPB and United Utilities vision would extend this approach to the Vyrnwy Estate, and will ultimately support the local economy and community aspirations.  Our vision can be summarised as:

• Environmental: securing the health of the whole ecosystem through more sustainable catchment management that can address water quality/colour issues through land management; securing carbon resources through restoring the internationally important habitat on the estate and managing for the wildlife interest
• Social: continuing our long-established programme of outdoor learning for schools and as a catchment area for supplying water to millions of homes in the area and from farther afield; providing a quality visitor offer at Lake Vyrnwy - including access, heritage, quiet recreation and enjoyment of this spectacular site and being a responsible and supportive landlord to the farm businesses in Lot 2.
• Economic: supporting local businesses through agri-environment investment in farm business management; improving the visitor offer e.g. a new visitor centre with facilities for the community and providing contracting and diversification opportunities.

 Community involvement

The RSPB’s outdoor learning programme will remain at the core of our community support, ensuring that local schools continue to have marvellous learning experiences through excellent facilities and teaching staff.

Our wider plans and ideas need the input of local people to help develop and refine our vision, and ensure we can be as supportive as possible in helping realise local ambitions.  We will embark on a series of community consultations to help build a shared vision; but we will also ensure that the local community is fully involved in major decisions in the future, through improved consultative and liaison measures.

Visitor attraction

The RSPB, working closely with the Lake Vyrnwy Marketing Association and other partners, will help develop a major countryside visitor attraction at Lake Vyrnwy, offering an excellent wildlife experience to visitors, especially families, and establish itself as a centre for environmental recreation and education. The people who live and work in the area, and those who visit for enjoyment, will be inspired by the magnificent landscape, enjoy the birds and wildlife and understand and value their local environment.

We would work to raise funds to develop shared visitor and community infrastructure, and make best use of existing facilities.

Nature

Lake Vyrnwy will remain as a landscape scale RSPB reserve, and be one of the largest blocks of heather moorland under single management in Wales. The in-hand farm at Ty Llwyd will provide a focus for us to demonstrate innovative management techniques for upland species and habitat conservation in conjunction with opportunities to promote climate change adaptation and mitigation measures through management of blanket bog.  The blanket bog restoration work that was pioneered with neighbouring farms on and off the estate will continue to be supported.

An ambitious programme of active management and restoration of habitats will increase the resilience of the habitats to climate change. The reserve will thus be able to deliver a rich biodiversity integrated with wider public benefits such as high quality drinking water, carbon sequestration, and access opportunities.

The site will support the typical Welsh upland suite of species including hen harrier, merlin, black grouse and red grouse as well as extensive sphagnum lawns, pools and associated lower plants and invertebrates. Targeted management will provide conditions to enable curlew to become widely established as a breeding species and to repopulate the surrounding area.

Woodland

An ambitious plan for broadleaf woodland expansion will culminate in over 1000 ha of managed broadleaf woodland, of various types, from mature oak to young scrub. These woodlands will support important populations of key species including Welsh clearwing Moth, redstart, pied flycatcher, wood warbler, tree pipit, willow tit and willow warbler. In conjunction with Forestry Commission Wales, we will endeavour to bring about landscape scale management of the extensive forest blocks on the northern and southern boundaries of the reserve as well as those within it, to compliment the work being carried out on the site for black grouse.

Using funding from Glastir and other sources we hope to establish a tree nursery in collaboration with the local community, to bring employment and contracting opportunities to the area.

Gweledigaeth United Utilities – RSPB ar gyfer y Stad Llyn Efyrnwy 

Mae ardal Llyn Efyrnwy yn agos iawn at galonnau ac yn cael ei werthfawrogi gan filiynau o bobl ar gyfer llu o o resymau – harddwch ei thirlun, fel man hynod o bwysig ar gyfer bywyd gwyllt ac fel dalgylch ar gyfer cyflenwi dwr i filiynau o gartrefi. Mae ei hatyniad fel cyrchfan ar gyfer ymwelwyr, yn ogystal â'i phwysigrwydd fel ardal ar gyfer ffermio a choedwigaeth, yn dod â manteision economaidd sylweddol i'r gymuned leol. Rydym yn deall ei gwerth go iawn fwy fwy bob dydd, e.e. ei rôl hollbwysig mewn rheoli'r cydbwysedd carbon a'r cyfraniad mae hyn yn ei wneud at ein amcanion i reoli newid yn yr hinsawdd.

Mae'r ystad wedi bod ym mherchnogaeth y diwydiant dŵr ers dros 100 mlynedd. Mae United Utilities a'r RSPB yn croesawu'r cyfle newydd hwn i gydweithio i greu cynllun rheolaeth i’r ardal a fydd yn gwella a datblygu'r holl nodweddion hyn. Mae gan y ddau sefydliad hanes hir o gydweithio ar y math yma o waith mewn mannau eraill ym Mhrydain. Ar dir United Utilities yng Ngogledd Orllewin Lloegr y cychwynwyd yn gyntaf ar raglen reolaeth dalgylch gynaliadwy a elwir yn SCaMP. Roedd hon yn fenter arloesol gan y ddau sefydliad sydd bellach yn cael ei chydnabod o fewn y diwydiant dŵr a'r byd cadwraeth fel un hynod o lwyddiannus. Mae gwella rheolaeth dalgylch yn sustem gynaliadwy synhwyrol a thymor hir ar gyfer mynd i'r afael â materion ansawdd dŵr crai ac i wella’r effeithlonrwydd o drin dŵr yn y pen draw; ar gyfer gostwng neu gael gwared ar y buddsoddiad cyfalaf yn y gwaith, ac ar gyfer atal achosion o lygredd. Ond mae SCaMP yn cynnig mwy na hyn – mae wedi datblygu amodau ar gyfer rheolaeth ffermio a gweithgareddau eraill sydd ag amcanion lluosog. Mae ansawdd dŵr, busnesau fferm, bywyd gwyllt a'r amgylchedd ehangach i gyd yn elwa o’r rhaglen reoli yma.

Bwriad gweledigaeth yr RSPB ac United Utilities yw cyflwyno’r dull hwn o weithio i Ystad Efyrnwy, dull a fydd yn y pen draw yn cefnogi'r economi leol a dyheadau’r gymuned. Gall ein gweledigaeth gael ei chrynhoi fel a ganlyn:

• Amgylcheddol: trwy sicrhau iechyd yr ecosystem cyfan a thrwy reoli dalgylchoedd yn fwy cynaliadwy gallwn fynd i'r afael â materion ansawdd dŵr / lliw’r dŵr drwy reoli tir; fe wnawn ni ddiogelu adnoddau carbon trwy adfer y cynefin o bwys rhyngwladol sydd ar yr ystad a rheoli ar gyfer bywyd gwyllt
• Cymdeithasol: fe wnawn ni barhau â'n rhaglen hir-sefydledig o ddysgu awyr agored ar gyfer ysgolion, ac fel dalgylch ar gyfer cyflenwi dwr i filiynau o gartrefi yn yr ardal ac ymhellach i ffwrdd; fe wnawn ni ddarparu gwasanaeth o safon i ymwelwyr i Lyn Efyrnwy – gan gynnwys hawliau mynediad, treftadaeth, hamdden a mwynhad tawel o’r ardal ysblennydd hon; ac ymddwyn fel landlord cyfrifol a chefnogol i'r busnesau fferm ar Lot 2.
• Economaidd: fe wnawn ni gefnogi busnesau lleol drwy fuddsoddi arian cynlluniau amaeth-amgylcheddol mewn rheoli busnes ffermydd; fe wnawn ni wella'r hyn sydd yn cael ei gynning i ymwelwyr e.e. canolfan ymwelwyr newydd gyda chyfleusterau ar gyfer y gymuned ynddi, a darparu cyfleoedd contractio ac arallgyfeirio.

 Ymwneud â’r gymuned

Fe fydd rhaglen ddysgu awyr agored yr RSPB yn parhau i fod wrth wraidd ein gwaith yn y gymuned, ac fe wnawn ni sicrhau bod ysgolion lleol yn parhau i gael profiadau dysgu ardderchog trwy gyfleusterau ac athrawon gwych.

Mae ein cynlluniau a’n syniadau ehangach angen mewnbwn gan bobl leol i’n helpu i ddatblygu ac i wella ar ein gweledigaeth, ac i sicrhau y gallwn fod mor gefnogol â phosib i helpu i wireddu uchelgeisiau lleol. Byddwn yn dechrau ar gyfres o ymgynghoriadau cymunedol i helpu i greu gweledigaeth a rennir rhyngddom, ond byddwn hefyd yn sicrhau bod y gymuned leol yn cymryd rhan lawn mewn penderfyniadau pwysig yn y dyfodol, trwy ymgynghori a mesurau cyswllt gwell.

Fe fydd yr RSPB, gan weithio'n agos gyda'r Chymdeithas Farchnata Llyn Efyrnwy a phartneriaid eraill, yn helpu i ddatblygu atyniad awyr agored mawr i ymwelwyr â Llyn Efyrnwy, gan gynnig profiad bywyd gwyllt gwych iddynt, yn enwedig i deuluoedd, a fydd yn creu enw i’w hun fel canolfan ar gyfer hamdden ac addysg amgylcheddol. Fe fydd y bobl sy'n byw ac yn gweithio yn yr ardal, a'r rhai sy'n ymweld ar gyfer mwynhad, yn cael eu hysbrydoli gan y tirlun godidog, yn mwynhau'r adar a bywyd gwyllt ac yn deall a gwerthfawrogi eu hamgylchedd lleol.

Fe wnawn ni godi arian i ddatblygu adnoddau a rennir rhwng ymwelwyr a’r gymuned, ac yn gwneud y defnydd gorau o'r cyfleusterau presennol.

Natur

Bydd Llyn Efyrnwy yn parhau i fod yn warchodfa ar raddfa tirwedd i’r RSPB, ac yn un o'r darnau mwyaf o rostir grug o dan reolaeth un corff yng Nghymru. Bydd fferm Tŷ Llwyd yn ganolbwynt i ni i arddangos technegau rheoli arloesol ar gyfer rhywogaethau yr ucheldir a chadwraeth cynefinoedd, ac hefyd yn cynnig cyfle i ni hyrwyddo mesurau lliniaru ar newid hinsawdd drwy reoli’r orgors. Bydd y gwaith adfer gorgors a gafodd ei arloesi gyda ffermydd cyfagos, ac oddi ar yr ystad, yn parhau i gael eu cefnogi.

Bydd rhaglen uchelgeisiol o reolaeth weithredol ac adfer cynefinoedd yn cynyddu gwydnwch y cynefinoedd hynny i newid yn yr hinsawdd. Bydd y warchodfa felly yn gallu darparu bioamrywiaeth gyfoethog a fydd o fudd cyhoeddus ehangach megis dŵr yfed o ansawdd uchel, diogelu carbon, a chyfleoedd mynediad.

Bydd y safle yn cynnal y rhywogaethathau hynny sydd yn nodweddiadol o ucheldir Cymru, gan gynnwys bod tinwyn, cudyll bach, y rugiar ddu a’r rugiar goch yn ogystal â lawntiau migwyn helaeth, pyllau a phlanhigion ac infertebratau. Byddwn yn targedu rheolaeth i allu creu cynefin i alluogi’r gylfinir i ymsefydlu led led yr ardal ac i ymledu i diroedd cyfagos.

Coetiroedd

Fe fyd cynllun uchelgeisiol ar gyfer ehangu coetiroedd llydanddail yn creu dros 1000 ha o goetir, o wahanol fatahu. o dan relaeth – o goed derw aeddfed i brysgwydd ifanc. Bydd y coetiroedd yma yn cynnal poblogaethau pwysig o rywogaethau allweddol gan gynnwys gwyfyn gliradain Gymreig, tingoch, gwybedog brith, telor y coed, corhedydd y coed, titw’r helyg a thelor yr helyg. I gyd-fynd â'r gwaith a wneir ar y safle ar gyfer y rugiar ddu fe wnawn ni gyd-weithio â Chomisiwn Coedwigaeth Cymru, i ymdrechu i sicrhau rheolaeth ar raddfa tirwedd o’r blociau o goedwigoedd helaeth ar  ffiniau gogleddol a deheuol y warchodfa, yn ogystal â rhai o fewn y warchodfa. Gan ddefnyddio arian o Glastir a ffynonellau eraill, rydym yn gobeithio sefydlu meithrinfa goed ar cyd â'r gymuned leol, i ddod â chyflogaeth a chyfleodd contractio i'r ardal.
