Insect Identification

I built a wildlife pond last year which is now teaming with life.  I saw what looked like a small narrow leaf moving around so took some photos and a video/  The video revealed that it was just aleaf of some kind but was moving around as a result of being hit / pushed by tiny flies.  There is a small swarm of them darting around one corner of the pond and I can't identify them in my book.  The closest image is a midge fly but they are bigger than the midges I usually see up here in Scotland.  The best photo I have is shown below, the fly has a thin black body and is on the south west corner of the leaf in the centre of the photo and the leaf is about an inch long.  Can anyone identify this fly please?
