Blue tits in sparrow terrace.

All morning blue tits have been flying with nesting material into all three rooms of a three roomed sparrow terrace which is resting on a wall by my dining room window. I'd thought blue tits were territorial so are they making a three roomed apartment for one couple or stating a community? (I'm so thrilled to bits!)
