skin looks scaley and he can hardly see I don't think he can hear either as I got so close without him flinching. Any ideas what it could be? Old age? A mite? His feathers are constantly puffed up, eating fine and flying not fast at all though

The lack of head feathers could be due to mites ....as for his puffed up feathers the link below may help you
