I checked the RSPB page and the information seems to check out - it was 'hovering' above a river and pond next to farmland.
I'm not an expert Josh so wait for other opinions and I've only ever seen Common Buzzards of which this looks similar. This BTO comparison may help you. and will certainly give you more information.
The only Rough-legged Buzzard that I've seen was sitting in a tree in Finland a very long way away.
As you can see it has quite a pale head and upper body. Yours seems to have quite a dark head. However, mine was taken in June whereas yours is in early spring. Not much help I'm afraid.

So the pale plumage is an individual variation from birth and not related at all to something like winter?
