Agree with Alan and male Chaffinch, you can see the grey collar around his neck; I think Twite would have a yellow bill during the winter months.

I'm far from an expert but I'll stick with Chaffinch I think you can see enough of the colour of the face and head/shoulder.
I think the breast pattern looks different because you are looking up through the feathers and are possibly windblown.

Twite can be mistaken for Linnet.
As most others have said, male chaffinch. Apart from what's already been said, another reason it's not a twite is the bill is far too big.
