Seagulls and the law

I have been trying to stop a man with a Harris hawk coming to a property to deter seagulls that are nesting .
he has no license and no license has been issued at the property in question. Confirmed by natural resources wales.
the police are no help even though he is breaking the law.
What can I do????

Hi Lisa sorry to hear of your troubles, have you asked to speak to the wildlife crimes officer at you local police station?
Hopefully someone else with more knowledge than me will be able to offer more suggestions

I'm not sure how the law stands in Wales so as Linda suggests ring 101 and talk to the wildlife crime officer. I am fairly certain falconers have to be licenced and will need landowners permission to be on their land.
