bullfinch disease ?

I dont know whether to laugh or cry-when i left for 10 days in July we had half a dozen bullfinches-today is the first time ive seen one since and just look at his  leg the skin is withered and the back of his neck is missing feathers hes in a right state-i think this answers my questions DISEASE But does anyone know what disease or how it can be controlled /prevented

    Bullfinches can breed quite late in the season so this can delay their annual moult when they replace old worn out feathers for new which can still be happening until beginning October so I wouldn't worry unduly as it still has new feathers to grow by the looks of it. Looks to be eating ok so just sit tight and you should see its condition improve once it has completed its yearly moult.
