I have a Robin nesting in my electric meter cupboard. As I have pay as you go electric..I have to access my cupboard maybe twice a week. When I do the Robin flies out. Will this have any affect on nest when Robin lays eggs?

Very likely, though I'm no expert.
More to the point, your electric meter should be in a proper box and have a door fitted which should prevent access to any bird or mammal!
