It does look rather vulture-like; I'd go for the idea of an escapee from a collection, as has already been mentioned. Also already mentioned, it is definitely not an Osprey--the body of both juveniles and adults is mostly white on the underside with a dark or lighter brown 'necklace' of varying width and intensity. Furthermore, as mentioned, it is extremely unlikely that there would still be any Ospreys in the UK at this time of year. UK Ospreys will all be in warmer climes, mostly in west Africa with a few in southern Spain and Portugal, where the fish are closer to the water's surface than here in the cold north; Ospreys dive for fish but only down to a metre or so.
