Not sure how this will develop but at least we now will be able to collect the cartoons in one place!

This was done in Photobucket. Just upload the pic you want and go into Edit mode, ie., from dropdown edit menu above picture choose 'see much more' which takes you to picture editor. Open 'decorate' tab, choose speech bubble or thought bubble and then enter text. Save your work.
