A black dog is sleeping in the middle of a black road that has no streetlights and there is no moon. A car coming down the road with its lights off steers around the dog.

No sorry one of them can just use logic, there is no missing info. After "20 seconds" one can confidently say the colour of his hat and explain how he knows.
For viewing or photography right place right time is everything. I'd rather be in the right place with poor kit than have the best kit and be in the wrong place.

I still think it's Man C. Man D can see Man B and C - I think he thinks it's either too obvious a call or he can't make a decision as to what colour his hat is looking at the other two, Man C in desparation calls his answer on a hunch that he is wearing the opposite colour to that of the man behind him and the man in front.

why 20 seconds?.... You would expect D to give an answer but he doesnt because being in a sequence is only a posibliity. because he isnt sure he only knows that there are two of each so he doesnt say anything so its one of the others lol.. but cant work out which one ahhh
does C know he is a black hat because of D silence he knows D must be seeing a white and a black so if B is white then he must be black..if you see what I mean
