I've gone straight to the top on twitter and asked Natural England if it's them that gives permission for someone to visit an active best.
Cheers, Sadly no night vision on this camera or I would have taken a clip but the bird on the nest is looking up all the time were the rope came down, this needs to be sorted out soon I will bell them tomorrow and tell them.
Well done Alan, they maybe ok at the moment, as not laying, but will be interested on comments.(Edit my thinking here is that with permission they are ensuring the nest wont flood by clearing drainage holes...but they better have done it right this time as time running out)
Jim I noted the water stains yesterday, seem less this morning, and Bird in tray this morning, looking active.

I've tweeted a link to this thread to Natural England.
Have just spoken to Rochdale Town Hall manager,
They have done all work after contact with all relevant authorities.
There was a blockage above the nest box and hopefully repaired , and will cause no more problems.
I have Managers details if anyone requires.
Well done Kate for getting in touch with them.
My theory with anything like this is they can't lock you up for asking questions, and given the chance most people can be very helpful.
