Like Ray, I found Tule (Schoenoplectus acutus) but as far as I can make out it's not a British species. I suspect we may be looking for a giant sedge of some sort.

I expect I'm being thick (no change there) but I couldn't find anything in that paragraph except the reference to the Mission San Juan Capistrano. Following that led me to dwellings being clad with Tule, so back where I started. Perhaps Seaman is on the right track with Californian Brome.
