Bird Nesting and hedge clipping in mid-February

Hi everyone 

I have plenty of birds use my garden each year for nesting amongst trees, hedgerow and in boxes. I wish to carry out a quick tidy up of a small area in my garden mainly privet which has grown far too tall and spindly. 

is it safe to cut any hedging back around mid to late February or is too late?
