Hedgerows Flailing

I've just signed up so that I can make this post. I've just come in from talking to the driver of a tractor who was using a flail on the hedges in a small playing field adjoining my garden. Since moving here I have been entranced by the number and variety of birds which inhabit these hedgerows. The driver was very helpful and left a small corner next to my garden untouched. He said he had been contracted to do the work by the Parish Council. What is the position of the RSPB on flailing? How can I get it stopped? How can I make sure the hundreds of birds that live in hedgerows adjacent to me are protected?
