buzzard or golden eagle

Hi, took this on Skye last November, seemed a lot bigger than the usual buzzards we see around home but not sure how to definitely tell the difference so grateful for some pointers though maybe difficult without idea of scale and given the quality of the photo. Shape seems more eagle like to me but that's probably just wishful thinking. Thanks Mike
