Buzzard(s) sitting around in a field close to a B road. What is it / they doing?

I have been driving past a single buzzard sitting in the same place, more or less, in a winter wheat planted field  about 30 / 75 m from the road.

I'm a bit puzzled as to what it's up to - to be sitting in the same place over a 5/6 week period at least. Other buzzards join it on occasion. I've counted a mximum of four.

Of course it could be a series of different buzzards?

One rather fanciful friend reckoned it was waiting for eels to go past.

Do juvenile buzzards hang around on the ground for any reason?

Very curious about such a persistent habit - Anyone seen this before?
